Guitar Playing Cowboy From Roy Rogers Set

This is a figure of a gentleman playing a guitar. He came with other white figures of the same scale and all appear to be from the Roy Rogers sets made by Marx. I wondered if this was maybe Gabby Hayes..??.He does appear to have a tie and a smaller rim on his hat. But the plastic face is really hard to put a name to. No major damage
